Meeting 9/14/2003
 

* Introductions – Jeff Pilgrim

 * Rule Clarifications (Mark from CT state ref’s association)

 

      goal nets can be any color

 

      coaches and trainers cannot “coach” if they are called out onto the field to assist an injured player; neither coach can call the team together during a stoppage for injury

 

      no artificial noise-makers allowed

 

      PK’s in tournament: all players are eligible for taking PK’s

 

      clock issues: debate on official times – if you use the clock for the first 38 minutes then you must use it for the last 2 also (if the clock is on then it is the final and official clock) – voted and passed unanimously after debate

 

      hand balls must be intentional

-    at the discretion of the refs the rule is that it is the intent, not the advantage that is - essential to the call

-    if hands are used for protection and the posture is held before the kick is taken (ie: protection of body on a direct kick) then it is not a hand ball

 

      goalies must have recorded numbers on the roster but not necessarily on their actual jerseys

 

      the only jewelry allowed is medical ID bracelets and it must be taped down

 

      religious medals can be taped to the inside of jerseys or taped directly to the body (but there can be no form of chain worn with them)

 

    “if it has a knot in it, it is not allowed”

 

      shin-guards must be at least 7” long and be worn no further than 2” above the ankle

 

      socks: must be the same “shade” as the uniforms (ie: light or dark) and no one is allowed to wear “bumble-bee” striped socks

 

      casts must be properly padded

 

     

shirt grabbing is a yellow-card fowl

* Must report all scores of league games to Jeff immediately (both teams)

 

* The All-League Game and the next coaches’ meeting will be at Westminster at 1:00 pm on Sunday, November 9, 2003

 

* Please vote for the other team’s player of the game at the end of each game and report your two top vote getters on November 4th

 * New members this season: St. Luke’s and Marianapolis

 * New application: Poughkepsie Country Day School – accepted unanimously

 

* Discussion of teams that repeatedly do not come to meetings

- focus on the “loop hole” in the by-laws that allows teams to call in and be excused from meetings

- some schools have missed too many meetings and thus struggle to meet expectations that are set at the meetings

- proposal to amend the by-laws to address this issue (see appendix for exact wording) that essentially requires teams to send a representative (coach, assistant coach, AD, faculty member) no fewer than one meeting each year without fail – accepted unanimously

 

* New England Tournament Notes:

           

- register by 10/1/2003 to Jeff re: size and membership

      

      - New England dues ($30) to Lisa Joel at Philips Andover by mid-October

        

    - you must be either .500 or above in order to qualify in either your division or overall

 * Ranking system discussion:

           

- still on old Saylor-system

       

     - need someone to take on the project if we are going to move to new one

     

       - why do we need to change it? what do we use it for?

             

           - sometimes it mis-sorts things

                

        - we use it to pick the big-school and small-school winners

   

         - are we a League or and Association?

- there are positives and negatives for keeping it

– marketing, judging yourself and others on this and many other scales, relevance of rankings of other class schools, would teams change their schedules because of weighting changes? etc.

           

- Discussion tabled until November meeting

 * Size of WWNEPSSA discussion

– how can we align and manage as we get bigger

- started with a 12 schools and a mission to spread and develop girls’ soccer in Western New England

- now we have 43 schools so what is our mission and how can we best accomplish it?

 

* Open Discussion:

- remember that when you change your classification you do so for at least 3 years (cannot change again for those 3 years)

- substitutes allowed: on your own throw-in, on the other team’s throw-in if they substitute first, on injuries and on any end line

- remember to avoid pronouns inside the 18 yard box

– ie: no calling for the ball in a vague way, you must use specific names or the name of the school

- remember to ask your players to put the ball out of play if they see someone injured and then to give it back if the other team does it for you

 Change to the by-laws:

"There shall be two meetings each year, one prior to the start of the season and one at the end.  Attendance at the two annual meetings is required.  If a coach is unable to attend, a school representative should be sent (ie, Athletic Director, Assistant Coach, Faculty Member, etc).  If a member school misses a meeting without having told a member of the executive committee, the school will be fined $50.00. If this is not paid before the meeting at the end of the season, the school is not eligible for tournament play.  Failure to have representation at both meetings in one year (without permission not to attend) will result in that school's suspension from the league for the following season."
